Development Proposal Background
The proposed redevelopment of this seven acre property, formerly the site of a K-Mart, was first presented to the Village Board in January 2016. Garden Homes has proposed to redevelop the site as a mixed-use development with 162 apartments and approximately 19,000 square feet of commercial space, including restaurant space. The plan includes a mix of one, two, and three bedroom rental units.
The proposed Planned Unit Development was last reviewed by the Planning & Zoning Commission on October 18, 2017. The Commission voted to recommend approval to the Village Board. In March of 2017, the Lake Zurich Village Board approved Garden Homes’ proposal. The Village Code states that preliminary plans for a Planned Unit Development expire should the applicant not file a final plan within two years of the preliminary plan approval, unless otherwise extended by the Village. In March 2019, the Village received a formal request for an extension from Garden Homes and thus granted that extension until November 1, 2019.
Demolition of Vacant K-Mart
After 16 years of vacancy, demolition of the former K-Mart building occurred in September 2018. Kmart operated at the Rand Road property for approximately 20 years until that location and 282 other Kmart stores closed in 2002. Prior to the 2017 mix-used project approval, the closest the property came to redevelopment was in 2007, when a Barrington developer informally proposed a mixed-used development anchored by a hotel, condominiums, restaurants and a health spa. An application for that project was not submitted to the Village. Possible reuse of the existing building generated some inquiries over the years, but with the retail shift from big-box stores to online shopping, no proposals came to fruition. The ‘Great Recession’ of 2008 and its aftermath also caused difficulties for financing and developing larger scale projects throughout the region.
