Southwest Corner of Quentin Road and Route 22
Summary: During the January 18, 2017 meeting of the Planning & Zoning Commission (PZC), developers presented a proposal to develop the southwest corner of Route 22 and Quentin Road. The public hearing of this plan will continue at the February 15, 2017 PZC meeting.
Developers from Central One LLC and MBI Development have proposed to build 48 single-family residence's and five acres of commercial retail space. The commercial component will front Route 22 and Quentin Road and contain a bank, gas station with convenience store, a multi-tenant retail building, and a drive-through fast food restaurant.
The Village Board provided an initial courtesy review of this development proposal on December 21st, 2015. During the 2015 courtesy review, Trustees commented positively on the commercial component but raised concerns about the initial density of the residential component, which at the time included smaller lot sizes and plans for 67 homes.
A second Village Board courtesy review on October 17th, 2016 allowed additional feedback on a revised concept plan that decreased the density of the residential component, as well as reconfigured the access point along Quentin Road. At the end of the courtesy review, there was general consensus that the decreased density was acceptable and the Village Board recommended the development be scheduled for a public hearing by the Planning & Zoning Commission.
A Village Board courtesy review was held at the Tuesday, February 21 Village Board meeting. The courtesy review was for a proposed Ricky Rockets Fuel Center on the corner of the commercial section of the Cummings Property. Residents and the Board expressed concerns regarding the size and some of the design features of the convenience store. The Board also expressed concerns regarding the possible addition of gaming machines on the premises.
The developer will come forward to a future Planning and Zoning Commission meeting with a revised design for the gas station on the property, which will also need approval at a future Village Board meeting.
The Cummings property is located at a highly visible and easily accessible intersection on the eastern border of Lake Zurich, with average daily traffic counts of approximately 20,000. This intersection has recently seen the development of Mariano's Fresh Market, a McDonald's, PNC Bank, and Just Tires and even more recently residential and commercial development at the northeast corner, which was approved by the Village of Hawthorn Woods Board of Trustees in November 2016.
Status: The Development has undergone several revisions and will be appearing before the Village Board on June 5th, 2017 to receive feedback from the Board regarding the revised proposal. The Board can decide whether to deny the proposed project or refer the revised project back to the PZC to be reviewed at a further date. If recommended for approval by the PZC, the project would need to come back before the Village Board at a future date for final approval.
