New Development Projects

The following are highlights of projects that are going through the Village’s approval process, which includes review by Staff, the Planning & Zoning Commission, and the Village Board.  For more information on these or other development projects, please contact us.
 

Downtown "Block A" - Lakeside by Promenade

173 West Main Street


Summary:

  Block A is a 1.6 acre site located on the west side of downtown Lake Zurich, immediately across from the lakeside promenade.  This property is owned by the Village and has been cleared and prepared for future development.  The Village has publically stated its commitment to encouraging the redevelopment of this site.  Over the past several years, multiple concept plans have been proposed by developers but for various reasons none of these have come to fruition.
 

Status

: The Village continues to market the Block A property to interested developers.  As of Spring 2017, there has not been a formal redevelopment application submitted for review by the Planning & Zoning Commission and Village Board.
   

Downtown “Block C” Residential Development

Summary

At the April 6, 2015 Village Board meeting, developers at Foxford Communities introduced a concept for the completion of Block C, which included the construction of 26 townhomes.  Since that time, the initial proposal evolved from the original scope and size to the a proposal that included two residential rental apartment buildings and one townhome building.  The Planning & Zoning Commission conducted a public hearing and development review on October 26, 2016.  Residents from the adjacent Somerset townhomes were in attendance and expressed concerns with parking and density of the proposed apartment dwellings. 

Following the public hearing and discussion, the Commission unanimously recommended approval of the project by a vote of 7-0 with an added condition that the development be constructed with additional parking provided at two spaces per dwelling unit, instead of the Village Code requirement of 1.2 spaces per dwelling unit.  The developers revised the plan to remove the five-unit townhome building for additional parking spaces.

The final plan that was brought to the Village Board for approval consisted of the two apartment buildings containing a total of 48 units, of which 36 are to be 2-bedroom units and 12 are to be one-bedroom units.

Final approval of this development appeared on the November 21, 2016 Village Board agenda.  Village Board Trustees voted 5-1 in favor of approving the Redevelopment Agreement between the developers and the Village, as well as 5-1 in favor of the Planned Unit Development.

Status

: Final approval of this project was granted at the November 21, 2016 Village Board meeting.  The Village has announced the pending sale of its ownership of the remaining 1.35+/- acre Block C property to Foxford Communities for $270,000 and completion of park and streetscape improvements at the corner of Old Rand Road and Main Street valued at approximately $350,000.
  

Former K-Mart Redevelopment 

225 South Rand Road


Summary

: The proposed redevelopment of this seven acre property, formerly the site of a K-Mart, was first presented to the Village Board in January 2016.  Garden Homes proposes to redevelop the site as a mixed use development with 162 apartments and approximately 19,000 square feet of commercial space, including restaurant space.  The developers intend to demolish the current vacant building and construct three separate residential rental buildings, each consisting of three stories over indoor parking.  The plan includes a mix of one, two, and three bedroom rental units.

Public Open Houses were held for this proposed redevelopment of the former K-Mart Property on Monday, November 7, 2016 and Thursday, February 16, 2017 at the Holiday Inn located in Lake Zurich. These Open Houses provided residents and other interested parties to view a presentation of the proposed redevelopment, ask questions of the developer, and provide feedback on the project.

​Status:

This project was reviewed by the Planning & Zoning Commission on November 16, 2016 where the Commission recommended that the proposal move forward to the Village Board with a specific and extensive set of conditions that the developer should meet before appearing before the Village Board. 

The proposed redevelopment of the Former K-Mart Property was given preliminary approval by the Village Board at the March 6th, 2017 meeting. There are still some remaining details to be worked out by the developer and they will be required to come before the Village Board at a future date for final approval of their development proposal before they can engage in any demolition or construction on the property.


Sparrow Ridge Plaza

1075 South Rand Road


Summary

: In March 2016, the Village Board provided final approval to the Fidelity Group to develop a Planned Unit Development at 1075-1077 South Rand Road, consisting of a gas station, child daycare center, and approximately 10,000 square foot retail building that may contain a drive-through restaurant with outdoor seating.  Prior to this final Board approval, in January and February 2016, the Planning & Zoning Commission held public hearings on the proposed development.  The developers have now received all approvals from the Village to develop the property and site preparation work is underway.

Status

Site preparation work has been occurring during April 2017.  Excavation work and utility installation is planned for May and June 2017.  Site development and construction of buildings is expected to occur throughout the summer and autumn months of 2017 with final completion of Sparrow Ridge Plaza around December 2017.
 
 

Davenport Family Funeral Home

Summary

: In November 2014, the Village Board granted final approval for the development 
of Davenport Family Funeral Home and Crematory on the vacant property north of the Inland Bank on Old Rand Road.  Davenport appeared before the Village Board in February 2014 for a courtesy review and before the Plan Commission in October 2014.  This will be the third Davenport location, with others located in Barrington and Crystal Lake.

Status

: Davenport Family Funeral Home has received all final approvals from the Village and site preparation for construction has started.  Construction will be continuing over the winter months with an opening anticipated in August 2017

Cummings Property - Steil Plaza of Lake Zurich

Southwest Corner of Quentin Road & Route 22



Summary

A Village Board courtesy review was held at the February 21, 2017 Village Board meeting.  The courtesy review was for a proposed Ricky Rockets Fuel Center on the corner of the commercial section of the Cummings Property. Residents and the Board expressed concerns regarding the size and some of the design features of the convenience store. The Board also expressed concerns regarding the possible addition of gaming machines on the premises. 

During the January 18, 2017 meeting of the Planning & Zoning Commission (PZC), developers presented a proposal to develop the southwest corner of Route 22 and Quentin Road.  The public hearing of this plan continued at the February 15, 2017 PZC meeting and March 22, 2017.
 
Developers from Central One LLC and MBI Development have proposed to build 48 single-family residence's and five acres of commercial retail space.  The commercial component was proposed to front Route 22 and Quentin Road and contain a bank, gas station with convenience store, a multi-tenant retail building, and a drive-through fast food restaurant.

Cummings Property Concept Plans & Details


Status:

During the March 22, 2017 PZC meeting, the Commissioners voted 7-0 to recommend denial of this redevelopment proposal.

The Development has undergone several revisions and will be appearing before the Village Board on June 5th, 2017 to receive feedback from the Board regarding the revised proposal. The Board can decide whether to deny the proposed project or refer the revised project back to the PZC to be reviewed at a further date. If recommended for approval by the PZC, the project would need to come back before the Village Board at a future date for final approval.

 
Giordano’s Redevelopment 
455 South Rand Road 

Summary

: Developers at GW Properties originally appeared before the Village Board for a courtesy review on September 21, 2015 seeking approval of a Planned Unit Development that includes the demolition of the former Giordano’s building, a reconfigured parking lot, and the construction of a new 8,400 square foot multi-tenant retail building.  The Village Board approved the concept and sent the development for further review at the Planning & Zoning Commission at meetings on December 16, 2015 and January 20, 2016. The PZC granted final approval for the development to proceed.

Status

: The proposed redevelopment has received all final approvals by the Village and has now been pending real estate negotiations between the current property owners and developers. As of early November 2016, the Village has not issued any demolition or construction permits related to this project.

Hackney's Redevelopment
880 North Rand Road

Summary

: During the Village Board meeting on January 3, 2017, the Village Board provided an initial courtesy review of a proposed redevelopment concept of the 10+ acre Hackney's restaurant property.

Developer Bluestone Single Tenant Properties proposed a gas station / truck fueling facility with a convenience store and car wash, as well as 58 townhouse units within 12 buildings.

Status

:
The Village has requested that BlueStone Single Tenant Properties indicate whether they wish to continue with the application process for the Hackney's redevelopment or withdraw. Developer Bluestone Single Tenant Properties is reconsidering their proposal based on the feedback from the Village Board and the residents. They may come forward with a revised development proposal in the future, which would be subject to a courtesy review from the Village Board, a public hearing before the Planning and Zoning commission, and a public hearing before the Village Board.

The Masterson family, owners of the Hackney's site, has listed the property for sale. The Hackney's restaurant property remains on the market for future redevelopment.  The Village anticipates that as the property is marketed for sale, there will be additional redevelopment proposals.
